Proteus Europe is searching for a Dutch Speaking Project Manager for our client based in Ghent, Belgium

Our Client :-

Our client is a Flemish governmental organisation located in the beautiful and historic city of Ghent.

Your New role :-

For the Road Register and Buildings / Address Register projects, our client  is looking for an experienced IT Project Manager.

Technical context LEAN / AGILE project methodology, Scrum, KANBAN, JIRA, Confluence, VSTS
ICT and Data

-  SQL databases, queries and packages.
-  Microsoft environment (.NET)
-  Event sourcing
The Road Register is an authentic geographical data source of all publicly accessible roads in Flanders, including the so-called slow roads. The authentic registration road is one of the authentic geographical data sources that must make it possible to implement administrative simplification with the Flemish government. For an authentic geographical data source, the data is collected once - at the most appropriate level of government - and used to the maximum by the other authorities.

 In concrete terms, the Road Register has the following objectives:

-  More efficient management of road and road related (geo) information
-  Increasing the exchangeability of road / road related (geo) information
-  Increasing the coherence within the system of authentic geographical data sources

The Road Register is understood to be the only common basic road network that can be linked to other information (unique multifunctional reference file). It is a geometric network of road connections and road nodes including management / administrative information linked to this network (morphological and functional road information, road records (street name, road number), road manager, ...).

Our client is taking the necessary steps to set up an environment in collaboration with the external and internal stakeholders to open up and decentralize the Road Register, including integration with the management and product environments of other (new) base registers.

The Building and Address Register is the authentic geographical data source for buildings and addresses in Flanders.

The Buildings and Address Register collects all basic information about buildings and addresses on the Flemish territory in one register and forms the central interconnection standard in the network of building and address-related data sources.

Our stakeholders are: Real estate, Notaries, Insurance brokers, Architects, Nut sector, Social housing companies, (local) governments ....

The following projects / processes can optimize their functioning thanks to the Buildings Register: Housing pass, Citizen desk, vacancy register, register of vacant lots, real estate database, energy performance database, VLOK, neglected business premises, environmental permit, compulsory energy audit for large enterprises, solar potential map, energy register, schools

The Building and Address Register is kept decentralized by municipalities and centrally managed and accessed by Information Flanders. This practice gives maximum effect to the e-government principle one-off registration, multiple use.

The Buildings and Addresses Register project provides for the building up of the central register and the necessary applications and services instead of the management, the updating and the unlocking of the data.

Information Flanders is looking for a full-time project manager to supervise both projects and possible integration processes of external partners on the registers. You will be deployed half-time on the Road Register project and half-time on the address / building register.

As a project manager you join the already existing teams:

-  Road register: 1 product owner, 1 analyst and 2.5 developers
-  Addresses / building register: 1 product owner, 2 analysts, 2.5 developers and 1 tester.

The implementation is tackled by KANBAN / AGILE.

Your Skills and Qualifications :-

Essential Skills :-

You have demonstrable relevant knowledge and experience in successfully managing and organizing ICT projects: knowledge of software development process, test management, release management.  (5.00 years)
You have demonstrable relevant knowledge and experience in the following professional management domains: scope, quality, time, risk, costs, human resources, information management, purchase management. (5.00 years)
You have demonstrable relevant knowledge and experience in inventorying, structuring and aggregating detailed information in an appropriate format and level for management and reporting.  (5.00 years)
You have demonstrable relevant knowledge and experience in stakeholder management.  (5.00 years)
You have demonstrable relevant knowledge and experience in change management in business / ICT projects. Medior (5.00 years) Experience levels and years of experience
You have demonstrable relevant knowledge and experience in organizing and facilitating teams in an AGILE and / or KANBAN framework. (5.00 years)
You have demonstrable relevant knowledge and experience in coaching towards a project operation. (5.00 years)
Knowledge of Project Management Frameworks (Prince2, PMP) and tools
Knowledge of JIRA, Confluence and VSTS
Knowledge of SQL databases, queries and packages
Knowledge of .NET
Knowledge of REST
Knowledge of event sourcing
